What does the job involve?

Summary: The Trade Compliance Coordinator (TCC) will create, implement, facilitate, and enforce Company trade compliance policy in accordance with Group policy under the direction of the Project Engineering Manager. The TCC will develop a deep understanding of Company products and systems in order to perform product classification, ensure the compliance process is robust and reaches all required areas of the organization, promote visibility and transparency through use of technology and internal metrics and audits, assist Company stakeholders in navigating the compliance landscape, perform recurring training for all employees tailored for each department’s need, and support the Corporate Director of Trade Compliance (DTC) as needed.

 

Essential Duties and Responsibilities:

Under general supervision, must be able to perform a variety of job duties including, but not limited to:

  • Possessing an understanding and working knowledge of the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR) including anti-boycott regulations, sanctions administered by the Office of Foreign Assets Control (OFAC), Customs Regulations (CR), and the Foreign Trade Regulations (FTR)
  • Performing ITAR/EAR product and technology classification as well as HTS/Schedule B
  • Application for export and technology licenses, DSPs, TAAs, and MLAs with assistance from DTC
  • Submittal of CJs and CCATS with assistance from DTC
  • Overseeing and managing transactional compliance, process implementation, and enforcement across
  • Acting as company liaison for all trade compliance-related inquiries
  • Producing and analyzing reports from ERP and various other information systems
  • Managing the Visual Compliance dataset of customers, suppliers, programs, products, licenses, and associated metadata
  • Participating in the quotation and proposal process to ensure a secure compliance framework is laid ahead of project execution
  • Ensuring that licensing and classification needs are anticipated at the earliest practical stage to prevent undue delay and business impact (in cooperation with the PE Manager and other organizational leadership)
  • Oversight of the export compliance relationships with freight forwarders, customs brokers, and other third parties representing Company export interests
  • Proactive management and actioning of risks to the Company to prevent violations, while maintaining the highest ethical standards, regardless of outside pressures
  • Creating material for and executing tailored recurring training programs for all departments involved in compliance
  • Creating, maintaining, and implementing technology control plans including coverage for visitors, contractors, suppliers, and company travel
  • Performing internal audits and supports Division-level and external audits
  • Adherence to all Company policies and procedures
  • Other duties as assigned

Education and/or Experience:

  • College degree
  • 3+ years experience in the field of export/trade compliance, preferably in aerospace in an accountable role
  • Experience with obtaining and operating under an EAR technology license is required, SNAP-R experience preferred
  • Experience with performing CCL product classifications is required, preferably Category 9
  • Experience with HTS/Schedule B classification is required
  • Experience with international shipping documentation and customs procedures is required
  • Experience in the aerospace trade compliance environment is preferred
  • Experience with direct communication with BIS/DDTC personnel is preferred
  • Experience with process writing, improvement, and overhaul is preferred
  • Experience with license exception STA is a bonus
  • Experience with authoring and requesting CJs/CCATS is a bonus

 

Required Skills:

  • Language: Superior ability to deal with people in a pleasant and diplomatic manner. Must have strong written and verbal communication skills. Must have the confidence to present to groups from all disciplines and levels.
  • Reasoning Ability: Ability to extract key meaning and understanding from highly detailed policy documentation. Ability to not merely detect problems with great certainty, but apply creative reasoning to obtain beneficial solutions that support organizational needs.
  • Mathematical Skills: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
  • Other Abilities: Must have strong computer skills, including experience with MS Word, Powerpoint and Excel programs. Experience with ERP systems, compliance systems, and project/task organization systems preferred. Must be extremely well-organized.

 

EAR/ITAR Compliance:

Access to our facility (and, therefore, employment) is restricted under the International Traffic in Arms Regulations (ITAR) and/ or Export Administration Regulations (EAR) to U.S. Persons, lawful permanent residents, U.S. refugees, asylees or temporary residents under amnesty provisions [as defined in 8 USC 1324b(a)(3)] and properly licensed foreign persons.
