Environmental Health & Safety/Facilities Manager - What does the job involve?

Facilities Manager will be responsible for the management of services and equipment that support the core business of the organisation. Working closely with the HSE Manager they will ensure that the business has the most suitable working environment for its employees and their activities. Implementation & adherence of TPM scheduling across the factory will be the responsibility of the Facilities Manager. The Facilities Manager will be involved in both strategic planning and day-to-day operations, particularly in relation to buildings and premises, plant and equipment.

Hours of work: 37.5 hours per week.

Environmental Health & Safety/Facilities Manager - What will my responsibilities include?’

  • To further develop, promote and implement the company Health, Safety and Environment Management policies and systems and continuously monitor and review
  • Effectively coach, manage and review the performance of the EH&S Officer
  • To provide advice and guidance on statutory compliance issues and to keep abreast of forthcoming and proposed legislation changes
  • To carry out risk assessments, manage risk assessment teams, monitor and publish actions necessary to improve areas of non-compliance or concern. Duties will include the provision of training as well as hands on practical assistance
  • To develop, maintain and communicate meaningful Health, Safety and Environment performance metrics and to bring to the attention of senior management any adverse trends or concerns that the metrics identify
  • To ensure all statutory inspections and examinations are carried out on time and in accordance with required standards and codes of practice. To maintain records for all statutory inspections, licenses and consents
  • To conduct, in line with Health, Safety and Environment system requirements, regular monitoring, workplace inspections, safety tours and internal & external system audits and to develop action plans that address the key findings
  • To identify, conduct or arrange appropriate training for employees to ensure legislative and procedural compliance
  • To further develop and maintain all emergency arrangements including those relating to fire, first aid and chemical spill situations
  • To establish and ensure that company procedures for accident and Near Miss reporting are followed by employees and appropriate corrective actions are implemented in a timely manner to prevent re-occurrence. Where necessary conduct accident and incident investigations in line with company policy and procedures
  • To co-ordinate regular reviews and communicate the activities of relevant support and improvement teams and ensure all improvement actions are closed in a timely manner. These include Health & Safety, Environmental Impact Improvement, Fire Safety, First Aid, Spill Response and any other appropriate support teams established. Provide the necessary training and support required by the team members to enable them to operate correctly and meet the business requirements and obligations
  • To develop a company management system to attain compliance with national environmental standard
  • Environmental considerations including working to an Environment Permit to optimise energy usage, effluent treatment and waste management within an ISO14001 framework
  • To compile and maintain COSHH data sheets and provide risk assessments, training and awareness necessary to ensure the site remains compliant to current regulations
  • To liaise, as required, with all external agencies and bodies, including enforcing authorities, insurance companies and trade organisations
  • To maintain an appropriate working relationship and liaise as necessary with external Government Agencies such as the Health & Safety Executive, DEFRA and the Health, Safety & Environment department of the local Council office
  • To work with occupational health providers to develop an employee support system that actively reduces employee risks and reduces lost time due to absence.

Facilities

  • Implementing and managing TPM schedules throughout the factory
  • Ensuring 24/7 breakdown cover and reporting breakdowns to management immediately
  • Maintenance and cleanliness of non working zones (Hot form pit and plant rooms)
  • Manage outstanding maintenance requisitions and register (freshdesk system)
  • Preparing documents to put out tenders for contractors
  • Project management and supervising and co-ordinating work of contractors
  • Calculating and comparing costs for required goods or services
  • Planning maintenance projects thoroughly to achieve deadlines
  • Leading the maintenance team ensuring day to day tasks are completed efficiently
  • Directing, co-ordinating and planning essential central services such as reception, security, maintenance, cleaning, waste disposal and recycling
  • Ensuring the building meets health and safety requirements and that facilities comply with legislation
  • Training and development of maintenance team; ensuring al skills and training matrixes are up to date, with regular performance reviews
  • Recruitment of new team members and ensuring a full induction and training plan is in place
  • To support the companies continuous improvement programme
  • Planning best allocation and utilisation of space and resources for new buildings, or re-organising current premises
  • Checking that agreed work by staff or contractors has been completed satisfactorily and following up on any deficiencies
  • Co-ordinating and leading one or more teams to cover various areas of responsibility
  • Using performance management techniques to monitor and demonstrate achievement of agreed service levels and to lead on improvement
  • Responding appropriately to emergencies or urgent issues as they arise and dealing with the consequences
  • Maintaining critical spares list.

 

Environmental Health & Safety/Facilities Manager - What key skills and experience do I need?

  • To have good all-round knowledge of the European and UK legislative system, including the ability to read and interpret Acts of Parliament, Regulations, Approved Codes of Practice and Guidance notes
  • To have a sound understanding of the principles of risk assessment techniques and how they are to be applied in this environment
  • To have a sound understanding of Health, Safety & Environment standards such as ISO14001 and ISO18001 and the process of implementation
    To have strong communication skills, both written and verbal, and have the confidence and ability to present to groups from all disciplines and levels
  • To have the necessary skills to manage people and resources effectively to achieve agreed objectives and targets
  • To be able to take the initiative and where appropriate to work with the minimum of supervision
  • To be able to apply reason and persuasion, when needed, in order to promote action and implement change
  • To always work within the realms of “Reasonableness”
  • Willing to carry out a variety of duties
  • Motivated and a self-starter able to work on own initiative
  • Able to communicate in oral and written formats at all levels
  • Able to work in a team environment or alone
  • Work to a high standard of accuracy
  • PC skills – Microsoft office suite.

 

Qualifications:

NEBOSH General Certificate in Occupational Safety and Health

 

  • Desirable

NEBOSH Diploma

Manual Handling Trainer

ISO14001 and ISO18001 knowledge

Knowledge of solvent regulations and associated extraction requirements

Implementation of TPM process.
