As a Contracts Specialist you will:

The Contracts Specialist (“CS”) reports to the Director of Business Development and has overall responsibility for directing and managing the review, analysis and negotiation of various contractual documents, including customer long-term agreements, supplier agreements, associated terms and conditions, and non-disclosure agreements. The CS is responsible for ensuring compliance with internal policies and procedures related to contracts, and compliance with customer contractual requirements related to U.S government regulations (FAR/DFARS). The CS will be sufficiently familiar with trade compliance, including ITAR and export controls, to act as a back-up to the Trade Compliance Specialist. The CS will regularly interact with critical customers, suppliers, and external business partners in representing Steico with the highest level of integrity and professionalism.

What will my responsibilities include?

  • Oversee Steico’s internal Contract Review Process. Provide recommendations to add or modify technical contract terms and conditions and otherwise revise contract documents for both U.S. Government and commercial customers and Company suppliers. Determine when Company Legal advice is needed and work collaboratively with Legal counsel.

    • Work with other Company functions including Sales, Finance, Program Management, Trade Compliance and Quality on bid and proposal preparation, contract negotiation, and contract review and administration for new and sustaining products and services.

  • Analyze potential risks involved with specific contract terms and determine solutions to reduce risk.
  • Negotiate contract terms with external business partners including key customers and suppliers.
    • Support Business Development and Purchasing Leadership in pre-contract and active contracting activities with direct interface with customers and suppliers/service providers.
  • Coordinate Division and parent Corporate level approval process for Steico contracts and manage signature/documentation requirements.
  • Serve as a valuable resource to Steico personnel on contractual and compliance questions and issues.
  • Maintain an updated record of contract status with all customers, as well as an organized system of physical and digital contract records.
    • Maintain an accurate audit file for each contract which will include records of negotiations, original contract, all correspondences, changes/deviations, amendments, clarifications, etc.
  • Determine key contractual obligations and ensure they are identified and monitored on a regular basis.
  • Government Regulation Compliance: Manage oversight of compliance with technical government regulatory requirements with an emphasis on FAR/DFARS and trade compliance (ITAR; EAR).
    • Ensure Company compliance with contracting policies, laws and regulations, including but not limited to Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplements (DFARS), Cost Accounting Standards (CAS), Export Administration Regulations (EAR). Responsible for generating compliance matrices and making recommendations in accordance with Steico policies and procedures, as required.Government Regulation Compliance: Manage oversight of compliance with technical government regulatory requirements with an emphasis on FAR/DFARS and trade compliance (ITAR; EAR).
  • Develop, document, and implement Steico contract review policies, procedures, and practices and necessary training.
  • Develop or redesign workflow processes and procedures to ensure efficiency and effectiveness in contract review, documentation, and compliance.
  • Support cross-functional Export Control Panel to identify key opportunities for continuous process improvements and implement solutions to eliminate identified compliance deficiencies. 
  • Monitor contract-related regulation changes, understand enforcement practices, and update Company procedures and communication/training accordingly.
  • Other duties as Company business and operational needs dictate.

Education and Experience:

  • A Bachelor’s degree in business administration is required, or an equivalent combination of education, training, and experience. (This is NOT an entry level position.)
    • Additional qualification or experience in the legal field is a plus. National Contract Management Certifications preferred.
  • A minimum of 5-7 years of experience performing duties and responsibilities in an aerospace/ defense/government contracting environment; manufacturing industry preferred.
    • Must have a solid knowledge and understanding of contractual clauses and legal requirements involved in manufacturing commercial and government contracts.
  • General knowledge and experience with import/export regulations, documentation, and record keeping requirements.
  • Solid experience in the U.S. federal acquisition process, government contracting principles, and regulations (FAR, DFARS, NFS, other Agency Supplements, and contract-specific flow-downs).
  • Experience in blueprint/drawing interpretation, 3D modeling, fabrication and assembly.
